Korean Career-Taxonomy Localization (WorkNet KNOW Bridge)
Amendment to: the PCS Validation whitepaper's Korean-locale companion brief. Purpose: Document how our O*NET-anchored career taxonomy is localized for Korean users by bridging it to Korean occupational content from WorkNet KNOW (한국고용정보원 / Korea Employment Information Service). This note extends the companion brief's discussion of Korean cultural-validity considerations. Audience: Korean career-counseling practitioners evaluating Korean-locale career-content data quality. Status: Methodology amendment. The core companion brief and its validity disclosures remain canonical; this note adds the Korean localization detail. §A — Korean career-taxonomy localization
A.1 — What the bridge does
The localization bridge links our O*NET-anchored career taxonomy to Korean occupational content sourced from WorkNet KNOW (한국고용정보원, Korea Employment Information Service, WorkNet 직업정보 시스템) under the KOGL (Korea Open Government License). It covers 383 Korean-localized occupations, each carrying:

Korean classification codes are retained to support backend grouping and filtering (e.g., "show all careers in the 보건·의료 major category"), while user-facing surfaces display the Korean mid-level label. The 383-occupation coverage reflects a structural limit of the underlying Korean occupational data rather than a gap that additional effort would close.
A.2 — Why this matters for Korean practice
The companion brief documents several Korean cultural-validity considerations (Holland RIASEC fit, labor-market overlay caveats, game-content cultural sensitivity, and the counselor-as-translator role). Korean career-content localization adds a further dimension:
- 383 careers now carry Korean occupational content from a national source (WorkNet KNOW, published by the Korea Employment Information Service).
- This goes beyond an occupational classification cross-walk: WorkNet KNOW supplies Korean occupational content — occupation name, mid-level classification, and outlook text in Korean.
- For counselors recommending career matches to Korean clients, results can be displayed with Korean-vetted career descriptions rather than only translated O*NET English text, reducing the cultural-translation burden.
A.3 — Scope boundaries (what this does and does not change)
What it strengthens:
- Labor-market localization: WorkNet KNOW is a Korea-specific career-content source. It narrows, but does not eliminate, the gap noted for Korean labor-market overlays; national labor-projection statistics remain a separate source not integrated here.
- Counselor-as-translator role: counselors can reference Korean career text directly with clients.
What it does not change:
- This localization is display-layer data quality, not new measurement validity. It does not add validity evidence beyond the disclosures already published in the core report.
- Infrastructure and instrument-side improvements do not close the validation roadmap. The four classical validity coefficients (test–retest, concurrent validity against O*NET RIASEC, convergent validity against self-rated soft skills, and criterion validity) remain not yet collected. Formal validation is planned through academic partnership, including a future peer-reviewed, IRB-gated study.
A.4 — Honest scope summary
What this localization is:
- A methodology note documenting Korean career-content localization of an O*NET-anchored taxonomy.
- A further Korean cultural-validity consideration extending the companion brief.
What it is not:
- Not a validity-evidence claim — it is display-layer data quality, not measurement validity.
- Not a closure of the Korean labor-market gap — WorkNet KNOW is a career-content source, separate from national labor-projection statistics.
- Not a substitute for the companion brief — the core companion brief remains the canonical Korean-locale supplement.
A.5 — Relevance to Korean counseling practice
This localization is designed to make career results more relevant to Korean career-counseling practice. We hope to engage the Korean career-counseling community as the framework matures; nothing here should be read as an existing endorsement or partnership. Korean localization is offered as a data-quality improvement for practitioners, with formal validation of the underlying instrument still pending through academic partnership.
